So none of the existing Kiths work well for Jin's new character (well not for her primary kith). This would be a Darkling Kith representing the soul-crushing banality and frustration of bureaucracy.

Functionary - These Darklings were forced into inhuman bureaucracies so banal they extinguish any remaining humanity. Their compassion has been ground down by policy, their honor replaced with studied avoidances or responsibility, and their reason lost to mind-numbing tedium. Their gift is the Bureaucrats Blessing: Once per session as an Instant Action the Functionary can spend Glamour to curse an individual they touch with the well known efficiency of bureaucratic systems. The next <Glamour spent> draws that individual makes on Extended Actions take twice the normal time per draw.

Does the duration-doubling continue to affect future draws if applied again, or redouble those durations?

For that to even come up somebody would need to get cursed, preform no (or minimal) Extended Tests either at game or over DTAs, and get cursed again next session before running through the original curse. I'm inclined to say at that point the original curse is just assumed to have been used sometime over downtimes, making work slow as heck or whatever. With this assumption the new curse would just work the normal way, no need to interact.

Alternatively I guess you could have multiple Functionaries in game. In that case... Probably just add up the total number of tests and apply the normal penalty for the extended duration.
