Anyone can get Court Goodwill. One of the books even talks about fetchs* earning Court Goodwill and feeling like they are a part of the Court.

There was that giant door guard that inducted Dante into Day. Giant, ancient, and crumbled when browns dog made him break his oath. There was talk of that guy being a changeling, but it is arguably a hob. So depending on what that guy was, there may or may not be an in game precedence.

I'm personally not a fan of NPC's from the books because they're stupid and don't follow their own rules.

The exception defines the parameters of the rule.
